It's not ideology with Gore, he's simply an embittered control-freak seeking a willing audience. Environmentalism is the doorway to the attention and adulation he craves. For Carter it was building houses and being seen as a "diplomat", he is also a control freak though, who used to personally review and approve or deny people scheduled to use the White House tennis court.
