"Consessions, agreements, new treaty would be a better deal."
The Kurds involved in covert operation [or if you want to say terrorists activity] against Turkey do not have the support of Kurdish govt or majority of Kurdish people. This probably similar to the Iranian and Syria terrorists covert operatives in Iraq- though since they dictatorial regime the ruling government undoubtive is more involved. Or it's similar to American [Irish] support of IRA [if you want to get more personal understanding].
These Kurds say they are defending fellow Kurds in other countries from oppression.
Now, there is a strong majority of Kurds who want an independent country [essentially they have this at this point- though the recognition of this by other country openly declared]. Anyways dream of an independent country also includes lands from countries bordering northern Iraq.
This gives some indication of the troubles that will result if we were to divide Iraq up
