That article is flawed from the beginning.
The recession started in 2000 as a result of the dotcom bubble bursting. Does anyone even remember the term the "New Economy"? IMO, things began taking a downward turn before then. My community saw the loss of 4 plants in 1999. The place I worked at for 8 years was one of them.
