No. Already the loadies are all over the schools these days destroying their lives, destroying property while under the influence and sneaking their bongs around at age 15. Kids use the web to learn how to use drugs and "Happy Crack" (Koolaid & sugar) is infesting the elementary schools in little plastic bags - so that kids in the 1st grade already get enamored by the drug culture. By the time they are 20 they are doing meth and they are braindead.
These kids start off uneducated with bad/unaware/uncaring parents, become retarded and end up only more so.
Millions of them would love to see it legalized. Them being lazy-a--ed parents too ineffective to educate or raise their kids, the loadies naturally and a percentage of those "liberal" minds who believe that absolute freedom doesn't bring loss of life, mind and burden society.
And yes, alcohol and tobacco should be criminalized as well. However, the answer is not jail time - its labor and fines. Fine the parents. Fine the kids and put em to work in chain gangs for a 8 hour day each time they are caught with an illegal substance.
They'll be cured, but fast. The rest will be doing physical labor for their state & country quite often to compensate their wasted lives.
