We live in an imperfect world. Ideally, the funds generated by the rest would be for mandatory treatment facilities for those who were already impaired past the point of being capable to pay society in labor.
I just know I don't want to live in a society with bong lounges, crack cafes, meth & ecstasy vending machines and the endless car accidents and secondary violent deaths caused by a legal drug culture. Such will make the deaths & crime caused by drug turf wars seem statistically insignificant.
Some prefer anarchy to totalitarianism and a police state. The truth is that anarchy quickly becomes more dangerous to the average citizen than the order found in a police state.
Finding that fine line of freedom balanced with protection of the masses has never been easy and will always be a point of contention.
China certainly will never be a role model, but it is interesting to observe how their anti-drug laws, with nearly 2 billion people to deal with, works for them. The only valuable lesson learned is that punishment, when tilted enough to dissuade infractions, actually works. Jail, with food and board provided by the state, does not.
