Absolutely - but it won't happen.
Legalize it, tax it and take all the revenues plus the money saved by reduced law enforcement and property crime and put it into education, abuse prevention and treatment programs. The general population would be better off by far, but too many people are making too much money from illegal drugs for that to happen. And not all of those people are mobsters or gang members.
