Primaries
Especially at the local level, primary elections are very important. In a region where one party predominates, sometimes as much for social as political reasons, one sees the range of liberal-to-conservative candidates on the one party's ballot. If one can't vote in that primary, one loses the chance to influence the nature of the election. The candidates on the dominant party's slate will win in the general election.
Strange but true.
