The public has to be prepared for it. When it's time there will be a stream of news stories detailing the deaths from coal mining, the pollution from oil plants, the terrible environmental damage incurred in the obtaining and processing of those fuels.
Then success stories from new generation plants in Europe, elsewhere. Pictures of power plants next to grade schools, resorts, stylish plants rivalling the Sidney Opera House if there are any. Birds wading and fish jumping in cooling ponds.
And then will come the bottom line. When nuclear power is significantly cheaper than other means of large scale production the public will demand it. The problem of waste will magically disappear. Nevada is a small state with lots of land. Mankind isn't going to last long enough for that stuff to be a problem.
But first must come the preparation.
Just like a war. Lots of stories about plugs being pulled from incubators, that sort of thing.
