The vagaries of decay science are very well understood. And engineering has nothing to do with it. Engineering can exploit natural law, not change it. That's called magic.
Radioactivity occurs when the nucleus is unstable because the ratio of neutrons to protons is not allowed by the laws of quantum physics. The nucleus emits an alpha, beta or gamma particle or some combination thereof, and collapses into another configuration which may or may not be unstable. Eventually the nucleus reaches a stable configuration, or a non-radioactive isotope of that or some other chemical element.
Leaking balloons, mathematical cycles, providing environments with less resistance, vacuums---what gargonzola are you talking about?
Besides, think about it. If we had some magic means of reaching inside the nucleus and altering radioactive decay rates at the quantum level, we wouldn't need to create energy by splitting Uranium atoms and using the heat to boil water. We could generate the energy directly from the decay and use it. No wastes, no reactors, no radiation, no fuss.
