Non-profit organizations are already encouraged by tax policy, and have been for many years, which is probably why the non-profit portion is as extensive as it is. My wife works for a very successful non-profit community hospital, which is currently building new facilities.
An astounding amount of this debate in Washington and elsewhere is being handled by people on both sides who really have no idea exactly how the existing system works, never mind what should replace it.
