If you don't count an early model test of the Orion, the closest we have
come to a spacecraft that could make it to another star system intact
and functioning are all on someone's computer.
I don't see speculating about starships as a waste of time and resources
from much closer space development. Usually the two groups are
more or less mutually exclusive.
I think it would be more than just a shame if we didn't have such grand
speculation, as you never know what trying to design a vessel that can
go between the stars might do for the local variety.
As for ETI who might want to destroy humanity and Earth, all it would
take is one big hunk of metal moving at relativistic speeds. No armada
full of laser-toting troops, no warning, and likely no way to stop it in time.

Who in this solar system is building actual starships?

- False - Fusion sufficient

- FAST interstellar travel has a lot of hurdles for us at present
- We put our human limitations on any possible aliens.
