What planet are you from? That may be the dumbest comment you have ever made. Labor laws steer the market towards safer work environments. FDA regs channel market forces to find more efficient ways to provide healthy food to the public. EVERY regulation ever made that relates in any way to economics has the effect of steering market forces. No free market economist would even argue that point.
As for "Controlled evolution": You mean like artificial selection? What we have been doing with agriculture and livestock successfully for the last 3-4 thousand years? Yeah ok.
