Of course it can be worked out.
But you people don't want it to be because your ideas will lead to bankruptcy. The solution is leave it up to states. Let states decide if they want freedom or command economies, then let the people vote with their feet. They can move to whatever state suits them.
This would never work however, because the productive people would likely move to more freedom oriented states. Which would cause the big government states to go even further in the red. This is why leftists are determined to do everything at the federal level. So they can entrap everyone and cut off any escape routes. The Berlin Wall was put up for a reason.
