Plane crashes are called "accidents." Car crashes. Leaking oil tankers. They aren't planned. They aren't hoped for by the airline companies, car companies, or oil companies.
At some point, human failure is behind most accidents, unless you're hit by a meteor or something. A bracket that should have been stronger. A test that nobody thought of doing. A process that should have had one more step or one fewer. Many of these involve what amounts to a lack of omniscience, which is not a deliberate act. The point I utterly failed to make with ER was that it's amazing how few incidents there are given the forces being handled.
So now, because of this, we have to shut down further coastal oil exploration. The Left has been praying for something like this almost as hard as they've been praying for another Timothy McVeigh.
Of course, it goes without saying that if you can lay blame on someone with the deep pockets of an oil company, there's a shitload of loot to be had. To a lawyer, there's no such thing as an "accident."
