Tap into legitimate fears and concerns brought about by uncertain times. Inflame, then harness that anger and that fear and direct it at a scapegoat. Hitler wasn't the only one, think of the Cultural Revolution, the October Revolution, the French Revolution: the Jews, the Capitalist Roaders, the bourgeoisie, the aristocracy.
It's the constant litany of blame against the domestic scapegoat that gives the game away. As long as it was foreign Reds I could afford to be complacent, but the Commies overseas are all gone now, the witch-hunt has come home and been unleashed on Americans.
