How many police, firemen, EMT's does it take to do the job? If they aren't there, the job doesn't get done. With Katrina, the government sure as hell wasn't there until way late, too late for a lot of people who could have been saved had the government not been sitting on its lazy ass. The police in New Orleans were so corrupt, they were too busy looting to save anybody but themselves. I have a damned low opinion of everyone connected with Katrina. In that case, there was NO ONE providing for them, not government, not themselves, not locals. Everyone and everything was overwhelmed and it was unnecessary because the Federal government had not seen fit to invest the money in improving the levees. They were going to save a few bucks on those damned levees. I don't know whose responsibility that was, but a good guess would be Republican since they're the ones always crying about spending any money to help anyone.
As to difference between what we need and what would be nice, there is no difference, only levels of necessity. Obviously arts don't rate as high as police and fire departments but they are necessary. If you trace the history of failure of civilizations, you'll find that once the arts came under attack, the civilization disintegrated.

- So you want a few million government employees on the dole, too?
- Retiring officers in the military have the same sweet package.
