In a democratic system where votes decide leadership, you gain and keep power by creating situations where the voter has a deeply vested interest in you being in power. Dependence on the government is the easiest way to do this, although it isn't the only one.
Note that both parties have ways of doing this. A bit different in terms of targets and methods, but the concept is the same.
I want a system where, as far as is possible in an imperfect world, nobody CAN do this. A good general start is reducing the power of the government and its leadership to control people and businesses, and buy their votes with taxpayer money.
