The idea of a government stockpiling surpluses is a fantasy.
A government will spend every last nickel it gets. Period. If the Federal government suddenly got tax revenues of fifty trillion dollars, they would figure out a way to spend fifty trillion dollars. Gold bedpans for the elderly, or filet mignon benefits for food stamp recipients. A free car for Medicare recipients to get to the hospital. Twenty new aircraft carriers. Maybe a manned flight to Mars (D'oh!!)
In the eyes of the politicians, there is no such thing as the government having too much money, and the unfortunate corrollary is that there is no such thing as taxes that are too high.
It seems to be conveniently forgotten that a couple of years back when government surpluses were predicted far into the future, Clinton and the Democrats were fighting tax cuts just as hard then as they are now, so obviously the deficit isn't the real issue as far as they're concerned.
