I don't think you could sell a single mission to the Moon to anyone.
The Lunatics would want a Base and congress wouldn't want to spend the money on a single mission. Even if you could hold it to one trip, "mission creep" would happen and soon multi spacecraft would be planned...costs would go up and cancellation soon after. Before a single ship left the ground.
I also think you're buying into the low ball cost guessing to easily. Try 5 to 7 billion for starters.
You're not going to win by trying to fit in with everyone elses agenda. Even if some of it is the same as your own.
