Neither Moon nor Mars
I favor the moon, because much less R&D and $$$ is involved, but it's not on NASA's radar. STS/ISS/OSP will use most available funds for at least ten years. I honestly don't see a political mandate for a manned program to either celestial body. But watch the Rutans and Cormacks and Bigelows and Musks of the world. :-)
