"The moon is a Vacuum enviroment not much different than high Earth orbit.
Mars has an thin Carbon Dioxide atmosphere the dust blowing around is going to be a totally different problem than the Moon enviroment can simulate."
The atmosphere on Mars is quite thin, roughly equal to 100,000 ft on Earth (45,000' requires pressure suit [around 2 psi]). Dust won't be blowing around unless winds are at high speed.
On calm day dust should behave very similar to the Moon. The air pressure difference the Moon and Mars would be somewhere around the difference on Earth of a ground floor and top floor of a high rise.
"Heat dissipation is going to be different."
Not really.
"Even if they are on the Moon they are too far away for us to help them so they might as well be on Mars."
Days instead of months
"I just think it is a waste of time and money, money is going to be a key factor in the decades to come."
The problem is you are only thinking of a NASA doing everything- if we had a govt doing all the farming, we would be starving.
"But the overriding reason is that I don't believe we will establish a permanent manned base on the Moon so I don't think it will ever be used as a jumping off point to Mars."
It's incorrect to assume you would land on the Lunar surface on your way to Mars. Also don't think NASA should make a Lunar Base, NASA should explore Lunar surface to determine if there is commerically minable deposit of water and also explore in order to find other useable resources.
"I believe that politics and money issues will choke space exploration issues overpopulation and Wars will win out and anything gained by establishing a Moon base will be in vain."
Space should be seen as an avenue of economic growth. NASA should be looking at ways encouraging the exploitation of Space.
