I agree the long range goal should be the colonization of the entire Solar System. There was a line in Niven's SF classic Footfall which really struck a cord with me. At one point a human gets angered by the notion that the aliens from alpha centuar were watching us from Saturn's orbit for decade; "Saturn belongs to us!", he thought.
My attitude is this is our neighborhood and we need to claim and populate every inhabitable planet/moon/asteroid/etc possible.
