I don't have any brilliant ideas either, at least ones that would cover all situations, but then I'm not one of those armchair generals coming down on the American military like a duck on a June bug for this tragedy, along with pretty much everything else they're doing. They had no choice in the matter, and one can at least understand that they were manipulated into this corner by a deliberate policy of tactics by our enemies designed to make us suspect civilians.
If Saddam could keep power by killing half his population, he would, without a second thought. This makes our job a lot harder, but not impossible.
