The welfare state.
The left likes the welfare state since it provides a minimum standard of living - a safety net - for all.
However, it hasn't a clue what to do with freeloaders who are content to subsist at that level.
The right hates the welfare state since it allows freeloaders.
However, it hasn't a clue what to do with people who slip through the net.
