The vast majority of our current Federal government is dedicated to wealth redistribution, i.e. tax money passed out to voters simply because they are breathing, and because someone has decided they need it.
This does not include money spent on actual value returned, like money spent on items, or money spent on salaries for people doing work for the government.
55 percent of the budget is "mandatory" spending (not counting interest payments) and most of that is Social Security, Medicare, and Medicaid.
This does not even count all the welfare and other such programs (for rich and poor) that would be under the discretionary area. I have not yet gotten ambitious enough to dive into those numbers, but I would not be surprised if the total wealth redistibution sector of the budget approached two-thirds.
Would like to discuss fair tax concepts in more detail, but recommend starting a new thread if you want to follow it up.
