In 1945 Germans might've been the smartest people on the planet - but not now. Now the US holds that title. Our space program, atomic weaponry and jet age were largely the gifts of Germans. To be blunt their schools kicked the c--p out of our schools in difficulty and content. In many parts of Germany they still do.
However, our capitalist system attracts the best and the brightest from everywhere. It certainly is not our sterling public schools which are churning out the next generation of smart folks, but rather our freedoms and tools which allow those sufficiently motivated to educate themselves.
It is this individualistic personal drive which allows us to exceed the more passive yet fact-intensive socialist education system in western Europe.
Surely this was what you wanted clarified?
