What is "Culture?"

Culture is the byproduct of the cumulutaive intelligence of the residents.

Trust me, roving killing mobs require a certain level of unintelligence in the composition, that when present, effectively counteracts progress and civility.

Nonviolent peoples are the byproduct of "enlightened" cultures - cultures which had enough intelligent folks who could see that killing your neighbor was counterpruductive to a people's growth and cohesiveness. Not only did they have to have folks intelligent enough to spawn such thoughts, but they had to have folks intelligent enough to generally grasp them and value them in quantity among the masses of the general population.

Sure you can get into geographic or political excuses for societal stagnation and they will hold a certain amount of weight. But the bottomline will be a certain understanding that always coincides with a certain quantity of intelligence quotient points.

To be real blunt, generations of intermarriage among brothers and sisters has had a pervasive and damningly effective role in keeping IQs down in many parts of the world - the middle east is a shining example of such "genetic" retardation.
