There is loads of evidence that culture and environment matter far more than any inherent characteristics.
One example: recent black immigrants to America routinely do better* here in many categories than native African Americans steeped for decades in the Racist Victim welfare culture so lovingly lavished upon them here. This despite the inherent obstacles of being an immigrant to a new country with language and other problems. The nearly obsessive work ethic of Caribbean black immigrants is well-known enough to become the source of jokes. I saw a SNL sketch years ago where a black immigrant family was berating one of their own for having only four jobs.
And if there is ANY solid connection between intelligence and violence, I have yet to see it. Don't recall the Nazis being all that stupid. It is perfectly possible to be an evil genius. In fact, people who believe they are several cuts above the rest of the human race are the most likely to start treating other people like cattle.
*on the average, of course.
