Describe the popup- it might be windows Messenger Service- turn it off through windows by going to Admin>Services and setting it to disabled. There are also commandline ways to shut it down.

The .htmls along with dlls souns like a possible problem- or conversely they *MIGHT* be part of your blocker software.
