Predictions, anyone? How long before ESA offers competitive prizes like NASA now is?

If Professor Pillinger's team's as good as he thinks, they could win an ESA-sponsored competitive prize. And if they don't win it, then his critics would not have to see public funds go to him now would they... Would anyone here care to predict how long it will be before ESA offers competitive prizes like NASA and DARPA now do?
