You're missing the point
A coding flaw is an individual's performance problem. It could have been avoided if the responsible individual had performed his or her job more accurately.
With Beagle 2, however, the whole concept was flawed. It was badly designed, poorly managed, and underfunded. The "science" package was poorly conceived and a waste of money.
