Here's another article about Beagle 2. It is important to emphasize that the British are quite capable of sending a spacecraft to the Martian surface. Some of the best mechanical engineers that I've worked with are British. IMHO the British should attempt another Mars lander with different managers. If the British/Europeans want to go for bottom dollar on a Mars lander that actually works, they should hire Australian engineers. Academics and graduate students from the Department of Mechanical Engineering at the University of Queensland would make a good team to manage the Entry Descent and Landing (EDL) aspects of a Mars laner. A team of engineers from the University of Queensland recently did a successful hypersonic combuster flight experiment (google it). This was an amazing technical triumph achieved at a tenth the price of what it would have cost in America.
