Back here in the real world, leech...

Space is high risk with high start up costs.

Planetary protection projects can not be done by either private individuals, nor by private organizations - not only can they not afford them, they have no way of collecting any revenues for them.

But they need to be done to ensure the public's safety. Thus clearly they fall in the role of government.

Now Mars' Rovers are another thing. Is there any real pressing public need for them?

Mars rovers could be done by the private sector, and if NASA wants to throw in a little prize money to encourage this, that would be nice.
