When the soldiers/marines/troopers are looting scrapyards they are not looking for armor grade specialized steel.
They are looking for any old grate or steel plate that can be fashioned to do the job.
Liked the boldface. Clinton's fault huh?
Some lines you also might want to re-read.......
U.S. military branches aren’t the only ones using the ballistically approved armor. The full-service steel company also provides it for military uses in Brazil, Israel, South Korea, Saudi Arabia, United Arab Emirates, Japan, Canada, Mexico and Turkey.
Up to now, they’ve supplied enough kits and materials to armor 4,500 vehicles. Production isn’t stopping anytime soon. In fact, Clifton Steel will be adding parts to protect the undersides and roofs of the transports.
Your pre-war link contains the line - the MUC was awarded for a vehicle-armor production task in support of Operation Iraqi Freedom II, that personnel of the Marine Corps Logistics Command, Albany, Ga. accomplished between Jan. 26 through March 8, 2004.
It's not a new issue, true.
It has been adressed - somewhat.
As evidenced by the reaction of the crowd and from some of the milblogs, it's still a problem.
Not sure what part of that you dont get.
