I think it's somewhere around 1986 or was it 1984?
Right after the Reagan social movement checked the slide of the 70's free love, the 60s reefer madness and the Carter Malaise.
Mid-nineteenth century? Good luck! American society has developed a need for a triple job family workforce to support the lowering of proportionate income due to the influx of illegal aliens by a million plus per year since 1985 and the subsequent destruction of the salary and wage scale.
Folks don't realize that wealth in America was in a small number of hands during the slavery period and that the abolition of slavery brought about the post WWII boom. Labor, unions and ample need for construction and modernization lifted the lower income Americans to an equivalent of the middle class, and a large number of middle class families moved up into the upper class scale. The unchecked immigration has created a state of ipso facto slavery in the US and the rug has been pulled from the middle class and lower class because of it. At the same time the liberals have been indoctrinated by social liberalism and misplaced compassion which has destroyed their own prosperity and their childrens' future.
So, in essence, the liberal agenda has brought poverty and a cycle of hand to mouth to a hundred million or more Americans.
Of course, the illegals and their descendants don't want to hear this. Even dismal poverty in America is vastly superior to even more abysmal poverty in Mexico.
The Radcons are trying to check the momentum of a declining American society, but they don't all quite know what combination of events has brought the downfall or what changes are needed to check the freefall.
To be quite honest, it's probably too late. Bush immigration plans are a stopcheck measure but three years on a worker program isn't what illegals want. They want all Mexico to have the birthrights of Americans and still have their corrupt government, et al.
So the three job family becomes the middle class standby and the lower class norm.
Conservatives can start talking about women in the home with the kids as soon as they effectively check and repair the damage to family income from the immigration problem. I think every family would love to return to a time when one income meant decent quality of life and two incomes meant assured prosperity. As these events have set the stage, the intelligent or the ruthless have the upper-hand in the rat-race.
