Now add on top of that: The world's oil consumption rate will take a huge jump when a quarter of the world's population (China) discovers that driving to work in an automobile is more comfortable than walking there or riding a bicycle. The World's energy suppy is teetering on the edge. China is going to push it over the edge and then jump in after it.
China has strong economic motivation to get pebble bed (graphite ball) nuclear reactors up-and-running.
