People who serve in the military have death benefits. It's like insurance. The request is made by the individual. Fulfilling an individual contract is a lot different from putting up a monument supposedly for "all the people".
You never did cite the location of the huge picture. Is it in France? Because if it is, even if it's the American Cemetery, the rules are not the same.
