You really need to look at the study which Griffin worked on for the Planetary Soceity. I'm suer some one hgere has a link to it handy

In that plan, the only reason for going to the Moon was to test out masnned Mars landers, specifically methane-oxygen fueled ones, someplace closer to the Earth than Mars.
