You want popular opinion and also don't care if you have it? This sure is rational thought!
I don't care if you think the puplic won't support the return to the Moon without an task that would be over priced and wasteful if done there. Which would be better done here on Earth and in open space for less money.
I'm prefectly willing to have a public vote on were NASA should head next. I think the Moon would win and them Mars...which would be fine with me.
