Guest workers should be paid Minimum wage multiplied by 4, with 25% of their wages taxed and forwarded to the US Government, 25% taxed to the State in which the labor was rendered, and 25% taxed and forwarded to the Government of Mexico (or wherever else the worker came from).
Those hiring illegals would be charged with documenting, withholding from wages, and remiting all the taxes to the proper authorities. If they don't comply, then they would be subjected to fines of 3-5X's the original taxes due plus interest.
Of course, any employer could just decide to hire legal workers at some salary less than 4X's minimum wage, and come out ahead.
All the taxes under this method should keep the politicians happy in both Mexico and the US, while Mexicans (or others) really could be hired only for those jobs that Americans refuse to take.

P.S. the only problem with this plan is that it could be considered a tarrif on imported labor which might violate NAFTA or some other free trade agreement.
