Do your homework Tom. The communcations intercepts in Great Britain are monitored by their courts not done in secret by only one branch of the government.
As far as I know, British citizens can't be detained unlimited time without charges just as in the US.
As far as counting on the police forces in these radical lands to do the work, that's preposterous and just another example of you putting words into people's mouths which you do with more frequency these days. The police work or espionage work required to infiltrate terrorist organizations needs to be done by the targeted countries. If the country it's being done in has a cooperative government, so much the better. If not, oh well. That's life. As your president said, "It's hard. It's a hard job." There's no shortcuts to intelligence. It requires years to build trusts and contacts. It's extremely dangerous and works best if you have the trust and respect of the local citizenry. You can underline that last statement.
You used Afganistan as an example. How absurd. Who in here has ever said invading there wasn't the right thing to do? There was no government when we went in. It was a completely outlaw state.
