Yes. We have policemen.

So police methods would work well for us.

The whole object of preventing terrorist attacks is to prevent them. The whole "War on Terror" is predicated on this. Police cooperation and intelligence sharing will accomplish this to a great degree. The terrorists can be kept home where their own family can deal with them. If their own family asks for help, that's another question.

The invasion of Afghanistan was an attempt at apprehending criminals being shielded by a regime that openly supported their aims, after appropriate diplomatic demands, and with massive international cooperation. The job was never completed.

The invasion of Iraq was based on false accusations and inadequate diplomatic demands, when international efforts of a less warlike nature were already underway. It's easier to invade with an army than to do police work, because the rules of war are more lax than the rule of law.

War is more dangerous and higher-profile, but police work is more difficult and more exacting. It preserves law; it doesn't replace civil law with military law. Police work doesn't abridge civil rights and doesn't seek to, at least not among honest cops. It doesn't disrupt civil society. It's not glamorous. It's only effective.
