Terrorists don't speak for most of the people they are identified with. They speak for themselves, using violent and criminal means.
They should be treated as violent criminals. Bombing Chicago was never used as a means of controlling Al Capone's mob. Investigation and arrest was, punctuated by the occasional gun battle when the criminals resisted, as criminals will.
The current situation in London shows that this can be done effectively with terrorists, using existing law, without bombing anyone.
However, the US is far too busy bringing civil war to Iraq to pay more than lip service to the concept of Homeland Security. The idea here is to gut the Bill of Rights, to make it easier to spy on the citizenry and to arrest suspicious people and put them in jail, rather than to investigate suspicious people and try the ones who have enough evidence against them.

Personally, I don't believe anyone can fight lawlessness with more lawlessness.
