You do not understand the terrorist mentality.

They continue to attempt intimidation. They are too goddamn stupid to see that the USA will not be intimidated. They continue to believe that, like Spain, the USA will eventually cave in. They hate Bush, but they feel that the only way to remove him is to stage bigger and better terrorist attacks to discredit him.
