Even large balloons have very erratic movement....

I once watched a weather balloon for 30 minutes- it would stay still for quite a while then zip off in one direction, then reverse directions... what throws you with a point of light is that you are seeing only a 2-d projection of its movement.So when it reverses direction it may have moved away from you and hit a different air current... etc...
