Seagulls usually feed in different places than they roost. Where I live, they roost on the coast and usually go inland to snack at the big garbage dumps, or out in the 'Glades. When they move, they go en masse, not in a tight formation like geese or ducks, but in a long, loosely organised column, like a river of birds in the sky. This stream of gulls has knots and breaks in it, they fly in straight lines, but unevenly spaced. They form a very loosely organized column that is miles long, all at about the same altitude, and high enough that you can't tell just what they are unless they're pretty much flying directly over you. In my area, this column takes about 20 minutes to go by, and it's usually at dawn or dusk. This is consistent with the few minutes of video I watched.
No, I don't know for certain if what's on that video is gulls or not, but the video evidence is consistent with gulls. If they're not gulls, they're most likely something else just as boring. Anything else is just wild guesswork.
