Sure, if they're nomadic hunter/gathers taking thousands of years to slowly wander across the surface of a planet. What if they're a technologically advanced people? People with instant communications and the ability to travel anywhere on a planet in a few days? Fragmentation would be very minor and limited. Slight regional variations in culture maybe, but locked together by technology into one common whole.
