Rome conquered the world and Caesar's legions ruled out thar. Jesus came along and the Christians became attached to the city. It hadn't really belonged to anyone for a long time and then Israel was recognized by the the UN so now it belongs to Israel. De facto.

However, if'n you wanna look at it from another perspectvie, it belongs to God. What God wants to do with it, is up to God. Bet it gets split into 3. Don't ask me why, don't know. Three just came to mind.
