Only an idiot would claim that our current nuclear power industry was not shepherded the entire way by the government, including the military. In fact, considering the forces and materials involved, it would be irresponsible, to use the mildest possible term, to imagine that nuclear power systems could be deployed among the general public with no government involvement or regulation at all.
This does not automatically lead to your apparent conclusion that the private sector couldn't do anything without the government subsidizing them.
The development of nuclear power might arguably be considered a national security issue. Reducing the need for foreign energy supplies would do wonders for our foreign policy, and if you believe CO2 is a major issue, it should be a slam dunk.
