Currently we have the highest standard for those who can pay and admittedly a damn low standard for those who cannot.

Baroke wants to promise a high standard for all... But yet nobody will be forced to give up their current level of care and they won't pay higher taxes either...

Hmmmmmmm... Houston we have a problem.
